Yes, that's intended behavior, and the default behavior of explorer
(TSVN can not interfere here, it's the explorer that decides what to do
with stuff that's dropped on it!).
If you drop something onto another file then the dropped item is sent to
the dropped file. In case of an exe file, the dropped file is opened
with the exe. Not sure what happens if you drop something on a document
file though, never tried. But it opens the associated app for the
document type and then its up to the app to decide whether to just open
the file or merge it with the one dropped on or ....
