red green indicator bug

This bug has been around so long that people are so used to it, they
probably don't even notice it is a bug.

TortoiseSVN puts a tiny icon next to a directory it manages. On my
system it is basically a red red indicator or greengreen indicator
circle. Green means everything has been committed.

However, the indicator for a directory tree is nearly always wrong! (aka
out of date). As such, it is worse than useless.

When Tortoise does not *know *the status for certain, it should show a
yellow circle or some other icon. Perhaps it could blink when it is
unsure, indicating it is working on a definitive answer.
