Drag and drop ignored in repo browser in some cases

Hello,

Using TortoiseSVN 1.6.99, build 21923 on Windows XP.

If you open the repo-browser to a directory containing lots of files
and drag and drop a new file from the desktop to the right pane, the
add action will be ignored with no error message or dialog if you
"drop" the file on top of another file. If you drop it on white space
in the right pane (at the end of the file list), the file add dialog
appears correctly.

Is this intended behavior?
