server root relative external not working ?

I've just upgraded to 1.5.0.1336 and want to take advantage of the new
relative external features.
According to my reading of the subversion release notes, the following
external:
/C++%20libs/tag/lpng%201.2.29 lpng
should resolve to:
https://moco215-nas/C++%20libs/tag/lpng%201.2.29
when added to a directory checked out from
http://moco215-nas/svngds/Davis%20macros/trunk/gdslib

However, when I try to update my working copy, I get error 405 with the
message PROPFIND request for '/C++%20libs/tags/lpng%201.2.29'

It looks like it's not appending the scheme and hostname as it should.
Have I just misread the specs or is it a bug in tortoise ?
