Just tried it with the TSVN working copy:
/svn/tortoisesvn/trunk/Languages langs
correctly fetches the
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/Languages URL into
the 'langs' folder.

Can you try the command line client? If that doesn't work either, please
report it on the Subversion mailing list (users at subversion tigris org).
