Import doesn't seem to work

I create a repository using TortoiseSVN->Create repository here.
Repository is created, no options give for file structure as stated in
release notes.
I get a message saying The Repository Was Successfully Created.
I then create my file structure and click TortoiseSVN->Import.
I then get the following error: Could not open the requested SVN
filesystem.

The URL of the repository is correct because it worked fine before
upgrading to the new version.

Cany Anyone help.
