Now, I haven't tried this, but why should it use https when the
repository it's in was checked out via http?

If anything, I'd expect it to resolve to

http://moco215-nas/C++%20libs/tag/lpng%201.2.29

(The release notes say "This copies the scheme and hostname from the
checkout or export URL into the svn:externals URL.", and since the
scheme of your URL is http so is the one used for the external...)
