Logging granularity

I've been using subversion for a few weeks now, and I am very much impressed. It works great - no problems past the initial install, and being used in a production scm.

Be warned though that I'm going to ask why svn doesn't support feature x from scm y.

As far as I can tell subversion supports logging only on a per-commit basis, not on a per-file+per-commit basis. I see value in the latter approach, even if the file comments are optional. Is there any intent to offer support for this feature? If not, could someone please point me to a resource justifying this choice?
