This is what I see at the bottom of the page:

This is embarrassing, I can't seem to find on the web site, anywhere
about creating an account, or login either. I kept clicking on "logged
into the website", but the same page showed up.
I even turn back on javascript.
"the issue tracker" don't seem to have a button for "add", or "new".
