Check out the black bar at the very top of the page. On the very
right there are two links: "Login | Register".

But you have a good point. The usability could be improved.
Is anyone with admin rights on tigris reading this?
The "logged into the website" link should probably point here:
http://www.tigris.org/servlets/Login

The page http://subversion.tigris.org/servlets/ProjectIssues
gets an "Enter an issue" section once you are logged in.
