I think Karl wanted you to go to the web interface and file
an issue there (http://subversion.tigris.org/project_issues.html)
instead of posting an email to the issues list.

I think the issues list is essentially read-only. It is used by the
issue tracker software to post updates and comments people add to
issues through the web interface.

So once you file an issue through the web interface your report
will appear on issues@ automatically (and it will also have an
issue number attached which your email has not).
