Well, I've looked for the text about new issues too, but I can't find
it either. (It's been a long time however since I last read the
website text.)

However, I think your issue is already
ashttp://subversion.tigris.org/issues/show_bug.cgi?id=2221 which is
closed as invalid, because it's an exponent of the way our libsvn_wc
currently works. You could consider reopening if it inhibits you from
working, but checking out the project root probably doesn't qualify
(as -normally- you wouldn't check out all branches and tags at once)
