Here's an easy one...do any of your developers reside in multiple time
zones? We discovered that VSS cannot in any way handle the fact that a user
checked in a file at 8pm, then the same file was checked at 7:30 (because of
the TZ). Totally corrupts the database. It's documented in Microsoft's KB,
but I can't find it at the moment.

This one item alone caused us to abandon VSS, though there were plenty of
others (as mentioned already in this thread).
