Ok thanks. I'm going to test this now and convert my existing local working
folder to switch to the new server. Which has the same exact file/repo
structure. A coworker just informed me that svn Reloacate is buggy when he
tested it for me. I'm going to give it a try to find out for myself.

Yep -- that's what svn switch --relocate is for. (Also accessible in
Tortoise via the Relocate command.)

You can't use this to switch a working copy to any other repository (or
even an older version of the same repository), but it will work fine if
you're switching to "the same repository, but in a different place".
