Right. WEST is just what the Windows Date & Time dialog shows. On
"Time Zone" it tells GMT +01:00. The time displayed is correct, with
applying daylight saving changes as expected. Anyway, this doesn't
explain the time shift of nearly two months which I get since a few days
from the "svn log" command.
