Upgrade from 1.1.4 to 1.2.3 on Win32 2003

I have attempted to upgrade our existing 1.1.4 Windows 32bit 2003 server
to the 1.2.3 Subversion server.
 
I am unable to start Apache:
 
Error missing procedure in mod_dav_svn.so.
 
Walking the tree of mod_dav_svn.so shows a function
_dav_get_locktoken_list@8 as the problem.
 
Error: At least one module has an unresolved import due to a missing
export function in an implicitly dependent module.
 
My procedure has been to unzip the svn-win32-1.2.3.zip to a top level
c:\. Copy the c:\svn-win32-1.2.3\bin\*.dll to c:\Program Files\Apache
Group\Apache2\bin directory.
Copy c:\svn-win32-1.2.3.\bin\*.so c:\Program Files\Apache
Group\Apache2\modules
 
This has worked for 1.1.2 and 1.1.4 and I see nothing different in the
FAQ.
 
Help.
