Apache might not be able to find the Berkeley DB libraries. Either put
them in the same directory as your Apache modules, or put them somewhere
in the path of the user that Apache runs as.

P.S. I've never run a Subversion server on Windows, so the above might
not be correct, but I seem to remember something like it mentioned a few
times on the dev list in the past. Search the archives if you're not
sure.
