using properties as keywords and ACL questions

Hi,
I'm just trying out subversion at the moment and have been playing
around with it a bit on after importing a existing cvs repository.

I have a few questions that are not to clear to me at the moment.

1) Can i create a property and use it as a "keyword" in a files?
eg, using the examples in the subversion book, could I create a
copyright property, and using svn:keywords property, get it workign with
substitution in the file

2) there was a post about restricting access to the /tags directory for
commits (so you couldn't modify them) and suggestion of using the
pre-commit hook to block access. Can someone post a example of such?

3) I tried both the vcp and cvs2svn script when importing my cvs
repository, but as mentioned, both don't support tags and branches yet.
I've got a *TON* of tags and quite a few branches, I'm just wondering if
anybody found a way to get these imported as well, without doing it
manually?
