Nope. There is no way (at the moment) to define custom keywords. In
the future we might have such functionality (personally I want to be
able to support the custom named Id keywords the various BSD unix groups
use), but it's a way post-1.0 feature at this point.

What version of cvs2svn did you try? I was under the impression that it
now supported tags and branches...
