The errors on the screenshot indeed indicate that the access rules do
not allow your user account to commit. In other words, you have Read
Only access. You should double-check the access rules.

And as a *very* important sidenote, you should seriously consider
upgrading your Subversion server. I'd say that it's not common to see
SVN 1.4.x-based server nowadays. SVN 1.4.6 was released about 9 years
ago, on December 2007[1]. It's great to hear that for ~9 years the
server has been working reliably for you, though. :)

SVN 1.4.x is very-very outdated; it is missing numerous bug and
security fixes. What is more, it does not have the capabilities that
modern SVN servers have and it limits the capabilities available to
your Subversion client software. The main feature that's missing, IMO,
is merge tracking[2][3] and automatic reintegration merges[4][5].
Frankly speaking, it's very hard to point out the most important
feature that's missing in 1.4.x when compared to the latest 1.9.x.
There were many improvements in SVN 1.5.x-1.9.x releases.
