Is that the "Choose items" browser?

You can't specify externals in this screen, they are wholly separate
working copies. You simply cannot specify to check out part of them; that
is defined by the content of the svn:externals property. They will always
be checked out in full, or not at all, depending on the "omit externals"
setting.
