I have just confirmed that - for me at least - doing a clean checkout, then copying the whole directory tree (minus the .svn directory of course) enables me to do a commit of any new files.

Speculating wildly without knowing anything about the structure of the TSVN code:
It looks to me as if doing a Commit with TSVN somehow corrupts the information in the .svn files so further additions won't work.
