Using a recent nightly when you try to add a property to a folder in
the repo-browser, the only property names offered are the svn:
properties and the recursive checkbox is disabled. Is this behaviour
correct?

AFAIK the CLI can do a recursive propset on a URL, but of course there
would be no way to limit this to folders only, as is currently done in
a working copy with tsvn: properties.
