Yes, I just confirmed that this is the behavior using `TortoiseSVN 1.6.99,
Build 18173 - 64 Bit -dev, 2010/01/04 00:26:24` (shown in the attached
screen capture).

In fact, I ran into this limitation when setting up the `webviewer`
properties on my repository. I wanted to set the properties for every
directory in the repository and tried to do this through the repository
browser, but found that the operation was not available.

I ended up checking out a working copy of my entire repository and setting
the webviewer properties recursively from root, then performing a checkin.
That is actually what led to thinking it might be a good idea to note on the
webviewer properties page that project properties are inherited from parent
to child directories, and also that this behavior is not seen when adding
folders through the repository browser.

From the behavior I have observed, my logic was that if I set the webviewer
property on all directories, and want these properties to exist on all
directories added to my repository in the future, then this should occur
automatically as long as someone does not add a directory through the
repository browser.
