That looks to be correct, though I have never used this feature from the
command line:

propset
· PROPNAME [PROPVAL | -F VALNAME] WCPATH…
· PROPNAME --revprop –r REV [PROPVAL | -F VALNAME] [URL]

Switches: --file, --encoding, --quiet, --revision, --targets, --
recursive, --depth, --revprop, --changelist, --username, --
password, --no-auth-cache, --non-interactive, --force, --configdir
