'Apply Patch' command not working

The 'Apply Patch' command is not working on one of our developer machines.

Whenever the patch is applied, the save button is grayed out and none of the files are changed when it finishes. We also noticed that the 'mark conflict as resolved' button on Tortoise Merge is grayed out as well. The odd part is, doing the exact same steps on any other machine works just fine, it's just this one having issues. We have tried reinstalling without success.

We are running the 1.6.3 release of TortoiseSVN.

Does anyone have any ideas?
