My apologies, but I merely quoted your message which started this
thread.
So obviously this was a typo in your message.
Here is a quote from current release notes posted on download page for
1.5.4:

Release Name: 1.5.4

Notes:
TortoiseSVN 1.5.3, linked with Subversion 1.5.2.
This is a bugfix only release.

So my guess numbers were not updated in release notes when 1.5.4 was
posted.
It would be good to update release notes, but since it is for older
release it does not matter anyway.
In any case I got my answer.
