svnlook diff -t format change

After updating to subversion 1.5.1 my pre-commit hook
using enforcer.py suddenly began crashing.
Eventually I discovered that enforcer.py
choked on the new svnlook diff -t format.
The lines beginning Modified: and ==== appear at the end of a diff
Previously they came at the beginning.
With svnlook -r they still come at the beginning.
That difference makes me suspicious.
Is that the way svnlook diff is supposed to work now?
