A long shot, but maybe running the installer with logging will give us
some clues. To do that execute the following from the Run dialog
(Start -> Run...).
msiexec /i path/to/TortoiseSVN-1.5.2.13595-win32-svn-1.5.1.msi /lv*
c:\tsvninst.log
Change path/to to wherever you've downloaded the TortoiseSVN installer to.
