That force it to reveal that it needed a file that was introduced in
WINDOWS XP/2003 file called GDIPLUS.DLL that need to be put into
system32..... - was never needed/installed on my system there. (Office
2003 needs it - but installed else where.)

Since my version dates back to 1999 when I got it orginally(actually MS
gave me it) - and since varous re-installs/update - now only exists as
installed on a virtual machine - only so I can run software that ONLY has
a MS Windows version. It is the only legit way - as I don't want to pay
for something I really don't use much. Don't get me wrong I have newer
versions - but they are installed on other PCs and doing other tasks.

  A long shot, but maybe running the installer with logging will give
  us
  some clues. To do that execute the following from the Run dialog
  (Start -> Run...).

  msiexec /i path/to/TortoiseSVN-1.5.2.13595-win32-svn-1.5.1.msi /lv*
  c:\tsvninst.log

  Change path/to to wherever you've downloaded the TortoiseSVN
  installer to.
