Ok, lets keep them.

Sure, but seriously: a language pack with less than 60% translated?
Almost every second string is not translated - the UI would look
*really* bad.
Also, I think we could get more volunteers if we simply refuse to
release such a language pack. That will show them that there's a need
for translators - otherwise they see the language pack and assume
everythings ok.
