Maybe... Could be worth a try. OTOH I'm afraid that some ppl will start from zero again if they don't see their language pack on SF, so we get three Magahursy translations with 200 strings translated, each of them less than the current translation and all of them combined still not good enough.
How about adding a Readme to the incomplete language pack installers which actively asks the people installing their language for help in translating?
If we disable "bad" translation installers, we have to add another bit to the translation status pages to prevent the link to the installer from being created. Currently the status page doesn't care and just creates the link no matter if the installer exists or not. Not a big deal, but something to be remembered and updated when a release is made.
