In fact that's just what Stefan suggests. We are already highlighting the unmaintained translations with a big yellow exclamation mark. I'd also remove the link to the non-existent installer.

Fuzzies don't get into the language pack. So it's either English or a correct Magahursy translation.
I'm open minded. If it helps the project and we get more translators, fine, remove language packs with < 60% completeness.
My reasoning is, that any Magahursy user is also a potential Magahursy translator. If the Magahursy language pack is not available as a try-out version (with less than 60% translated), he will not install it. He might even assume that the translation doesn't exist at all. An incomplete translation may motivate him to contribute a bit. A readme shown upon installation which addresses the problem and asks for help "You, yes you, please help us. Only 10 translated strings help the project :)" could motivate even more...
I can live with both solutions, but I think keeping the installers is better.
