I recommend to keep umaintained or incomplete translations, because someone may come and continue to work on it. Norwegian for instance was unmaintained for >2 years and below 60%. Now it's up to date again.
The question is if it really hurts us to upload the language packs to SF. The Polish 1.4.8 translation for instance, was downloaded 2400 times, which puts it in position 9 of 32 in the downloaded translations hit list. Currently it's below 60% and would not make it. Other translations are "better" in terms of completeness and were only downloaded 200-500 times.
It hurts me personally more to translate all that MFC junk, which does not add anything to TortoiseSVN, just for completeness' sake. But I accept your apology :)
