The installer gives you a chance to avoid the reboot. But it fails to
see the 'forcereboot' flag we set. If it would, it wouldn't have to show
that dialog at all because it won't help anyway. I consider this a
problem in the msi installer (msiexec).
Anyway: there's a trick which makes the installer not show that dialog,
but it only works for normal UI installs. In reduced UI installs,
msiexec uses its own internal dialogs and it ignores our custom (our
tricked one which doesn't show up) dialog.
