Installer question

Hi,

Out of interest, why does the installer force you to quit from every
program and system tray application when you're installing, and then
asks you to reboot anyway?

If exiting from all applications does not prevent a reboot, then why go
through this slow process? Is there no way TSVN can just install itself
anyway with these applications running and he changes will take effect
on the next reboot?
