I am hoping to use the integrated support for Subversion in JBuilder which
appears to require svn locally. It asks for the svn "Home" directory and does
not appear to accept a URL.

However, JBuilder integration appears to be far from comprehensive, so I am
looking at TortoiseSVN to either extend, or possibly replace, it.
