Commit menu option does not always appear

Hi all,

When right-clicking on empty space in a version-controlled directory the
Commit menu item does not show up in the list. Right-clicking on the
directory from one directory up, or directly on a file, does cause the
Commit menu item to show up.

I would expect Commit to show up when right-clicking on the empty space
in a folder window.

I know it worked as expected in build 9366 and doesn't work in builds
9406 or 9415.
