I'm sorry, but when I do the following:
- right click on desktop, choose "Repository Browser"
- enter url http://tortoisesvn.tigris.org/svn/tortoisesvn
- browse to /src/TortoiseProc
- right-click on /src/TortoiseProc
- choose "Checkout..." from the context menu
then I see the url
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/src/TortoiseProc
in the checkout dialog filled in.

Well, you said you couldn't *change* the checkout directory. I could
change it as well as you can. The problem here is that the change isn't
*used* when you click ok.
Fixed in revision 8478.
