I could reproduce the problem with some additional steps (Build 8473):

- use Show Log (from WC or repro browser)
- make the log window as small as possible
- move the log window to the top of your desktop
- maximize the log window
if I try to move the splitter it jumps to the position where it would be if
the window is not maximized. From there it can be moved up but not down.
After I release the mouse button the splitter behaves as expected.

Additionally I could reproduce issue #324 but only if the log window is NOT
maxized before it is minimized.
