The commercial tool VisualSVN seems to do that. I didn't test it thoroughly but
found this approach (wrapping TSVN) working pretty good. You can find it here:

They claim to have rename support (integrating tsvn rename with VS.NET rename)
in their release 1.0 scheduled for this month.
