Because people who use TSVN against a Subversion server will want to
know if the two are at the same version level. Face it, many people
don't realize that TSVN is a separate program, they just think it's
"Subversion for Windows" and you're probably not going to change that
(in fact, you should take it as a compliment!)

So when they see something like "locking requires a version 1.2 or
greater Subversion client", they won't know which TSVN version that
coincides with unless the two are the same.
