To be honest: no one really knows. I mean MS doesn't document which one
of the handlers get loaded first.

I thought of that too, but there are some drawbacks in doing so:
- TCVS and TSVN use different repositories (CVS and Subversion), so
sharing code would be difficult
- Both have their own icon sets. If we would have _one_ common overlay
handler (ok, about 7 or 8, but still shared between the projects) then
each project would have to provide _all_ icons for _both_ projects. And
you couldn't see a difference anymore between CVS and SVN working copies
because the overlays must be the same.
- which project would have priority over the other?
