Another thought. Is it possible to tell whether TSVN has its overlays
available? If you can, then it would be possible to 'downgrade' the
overlays if only some are available.

Added, Deleted and Conflicted degrade to Modified if the correct icon is
not available. Modified degrades to InSubversion if the Modified icon is
not available.
