Have you visited the preferences to make sure you are using JavaHL? If it
cannot load the DLL it will fall back to JavaSVN. The preference page
will show you the error if this is the case.

If you do not have the 1.3 DLL's any more then I do not see any way it
could not be using 1.4.

Have you done something like a checkout or an update?
