Not exactly. We require a 1.2.x version of the JavaHL library and/or the
command line, it does not have to be the latest point release of 1.2.x. On
Windows, we provide the JavaHL library so I feel compelled to keep it
current.

Subversion 1.2.x can talk to any 1.x server.
