I find talking about DAV in Subversion complicated now because "dav" might
mean "ra-dav" or it might mean "communication using the DAV protocol" (which
includes ra_serf).

If we can do so in a way that's not horrendously disruptive, +1 on renaming
libsvn_ra_dav to libsvn_ra_neon.
