What are the backwards compatibility issues here? Would it be
required that somehow svn 1.5 would have to be able to link against
something called libsvn_ra_dav if we changed the name?

If not, this would be pretty straightforward.

If so, it would also not be too hard to make
ra_loader.c(load_ra_module) look first for libsvn_ra_neon and then for
