I think you want to use the remove-zombie-locks script referenced in
http://subversion.tigris.org/issues/show_bug.cgi?id=2507

SVN DEVS: Until such time as #2507 is fixed (for which there doesn't
seem to be much traction since installing the post-commit script fully
resolves the problem), I think the necessity of using the
remove-zombie-locks as a post-commit whenever there is any serious use
of svn locks should be mentioned more prominently, perhaps in the 1.5
release notes and in the book's locking section.

Otherwise more and more users are going to waste their time, as Bill
has, trying to track down something that has already been 'fixed'.
