No. Sorry.

As DJ said, if mod_dav.so doesn't export the symbols, mod_dav_svn.so
won't load. So 1.2 and locking on Windows pretty much depends on a
version of Apache 2.0.x being released with the patch included. AFAIK
Justin committed that patch to the httpd trunk and 2.0.x branch, but the
release schedule is a mystery to me.
